ABSTRACT
Property rating is a critical tool for generating local government revenue and promoting equitable taxation of real estate. In Nigeria, however, property rating practices face numerous challenges, including outdated valuation methods, inadequate data management, and limited public awareness. This study evaluates the practice of property rating in Enugu North Local Government Area, examining its historical development, operational procedures, challenges, and implications for local governance. The research adopts a mixed-methods approach, combining literature review, field surveys, and interviews with relevant stakeholders to provide a comprehensive analysis. Findings highlight inefficiencies in tenement assessment, valuation procedures, and appeal mechanisms, which collectively affect revenue collection and stakeholder satisfaction. The study offers recommendations to enhance property rating administration, improve compliance, and strengthen local government fiscal capacity. These insights are relevant to policymakers, urban planners, estate surveyors, and scholars seeking to understand and improve property rating systems in Nigeria.

1.1 INTRODUCTION
Property rating serves as a fundamental instrument for mobilizing revenue at the local government level. By assessing and levying taxes on real estate assets, local authorities can generate funds to support public services and infrastructure. Despite its importance, property rating in Nigeria has historically encountered operational and administrative challenges that limit its effectiveness.
This study focuses on the evaluation of property rating practices in Enugu North Local Government Area, Enugu State. The study does not cover rural areas outside Enugu North or properties outside the local government’s jurisdiction.
