ABSTRACT
This study critically examines the delivery of low-income housing in Nigeria, with a focus on evaluating existing strategies, identifying structural constraints, and exploring emerging opportunities for improvement. Despite numerous housing policies and government interventions, the provision of adequate and affordable housing for low-income earners remains a persistent national challenge. The research adopts a contemporary analytical approach to assess institutional, financial, and policy-related factors affecting housing delivery. It further highlights innovative housing solutions, public–private partnerships, and sustainable financing models as viable pathways for improvement. The study ultimately proposes actionable recommendations aimed at strengthening housing delivery systems and enhancing access to decent shelter for low-income populations in Nigeria.

INTRODUCTION
1.1 Background to the Study
Housing is widely recognized as a fundamental human need and a critical component of socio-economic development. It serves not only as shelter but also as a determinant of health, productivity, dignity, and overall quality of life. In developing economies such as Nigeria, the provision of adequate and affordable housing for low-income earners remains one of the most pressing development challenges. Rapid urbanization, population growth, inflation in construction costs, and limited access to housing finance have significantly widened the gap between housing demand and supply.
In Nigeria, low-income housing delivery has been a central focus of national development planning, yet outcomes have remained largely inadequate. Government interventions over the years, including public housing schemes and policy reforms, have struggled to achieve their intended objectives due to systemic inefficiencies, poor implementation, and inadequate funding mechanisms. As a result, a significant proportion of the population continues to reside in informal settlements and substandard housing conditions.
The housing sector is further constrained by structural issues within the construction industry, including high dependence on imported building materials, weak mortgage systems, and limited participation of the private sector in affordable housing development. These challenges have made it difficult to achieve large-scale housing delivery that is both affordable and sustainable for low-income groups.

Globally, the use of public–private partnerships, housing microfinance systems, and cost-efficient construction technologies has improved access to affordable housing. 1.2 Statement of the Problem

Existing housing policies and programs have not effectively addressed the core issues of affordability, accessibility, and sustainability. High construction costs, limited access to long-term financing, land acquisition challenges, and inefficient regulatory frameworks have collectively constrained housing development for low-income earners.
Additionally, the dominance of informal housing markets reflects the inability of formal systems to provide accessible and affordable housing solutions. This situation highlights the need for a comprehensive reassessment of existing housing delivery mechanisms and the exploration of innovative approaches that can bridge the housing gap in Nigeria.
1.3 Objectives of the Study
