EVALUATION OF PROBLEMS OF INSUFFICIENT ACCOMMODATION TO MILITARY PERSONNEL (A CASE STUDY OF NIGERIAN ARMY)

 

ABSTRACT
This study critically evaluates the challenges associated with insufficient accommodation for military personnel in Nigeria, using the Nigerian Army as a case study. Adequate housing is a fundamental requirement for effective military performance, morale, and operational efficiency. However, many military personnel in Nigeria continue to experience inadequate, overcrowded, and poorly maintained housing conditions within barracks across the country. Despite various government interventions and budgetary allocations aimed at improving military housing infrastructure, the problem persists due to systemic inefficiencies, poor maintenance culture, and implementation gaps. This research adopts a contemporary analytical approach to examine the extent of accommodation deficits, assess government commitment, and identify the institutional and structural factors responsible for the situation. The study further explores sustainable policy and management solutions that can enhance housing delivery for military personnel, thereby improving welfare and operational effectiveness within the Nigerian Army.

CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

The Nigerian Armed Forces were established primarily to defend the sovereignty of the nation and ensure internal and external security. Over the years, the military has played a critical role in maintaining national stability and responding to security challenges across different regions of the country. However, the effectiveness of military operations is strongly influenced by the welfare and living conditions of personnel, particularly the availability of adequate and decent accommodation.

Housing is widely recognized as a basic human necessity, alongside food, clothing, and healthcare. In the military context, it is not only a welfare requirement but also a strategic factor that influences discipline, morale, productivity, and operational readiness. Adequate accommodation provides soldiers with the stability and comfort necessary to perform their duties effectively, while poor housing conditions can negatively affect their psychological well-being and job performance.

In Nigeria, however, military housing infrastructure has remained a long-standing challenge. Many barracks across the country are characterized by overcrowding, dilapidated structures, inadequate maintenance, and insufficient facilities. In some cases, a significant number of military personnel are forced to live outside designated barracks due to lack of space and poor housing conditions. This situation undermines the essence of structured military living arrangements and affects cohesion within the armed forces.

Over the years, the federal government has made various attempts to address this challenge. Notable among these was the establishment of the Presidential Committee on Barracks Rehabilitation, which was tasked with improving housing conditions across military installations. Despite such interventions and recurring budgetary allocations for barracks rehabilitation, the expected level of improvement has not been fully achieved. Reports from various sources indicate that many barracks remain in poor condition, with deteriorating buildings, leaking roofs, broken infrastructure, and inadequate sanitation facilities.

A major contributing factor to this persistent problem is the imbalance between housing demand and supply within the military system. The rapid expansion of security responsibilities and personnel strength has not been matched with corresponding investment in housing infrastructure. Furthermore, issues such as corruption, poor project execution, and weak maintenance culture have further worsened the situation.

Another critical dimension is the socio-economic status of most military personnel, many of whom belong to the lower-income category. As a result, they are disproportionately affected by inadequate housing conditions. In some cases, housing allocation systems within the barracks are influenced by rank and hierarchy, leading to unequal access to available accommodation facilities.

In contemporary military administration, housing is increasingly viewed as a component of strategic welfare management that directly impacts operational efficiency. Modern armed forces globally are investing in sustainable housing systems that ensure comfort, durability, and efficient resource utilization. In contrast, the Nigerian situation reveals a gap between policy intentions and practical outcomes.

Against this backdrop, this study evaluates the problem of insufficient accommodation for military personnel in Nigeria, with a particular focus on the Nigerian Army. It seeks to examine the depth of the challenge, assess government efforts, and identify the underlying factors responsible for the persistent housing deficit within military barracks.

1.2 Statement of the Problem

The issue of inadequate accommodation for military personnel in Nigeria represents a significant welfare and operational challenge. It manifests in both quantitative and qualitative dimensions, including insufficient housing units, overcrowded living conditions, and poor infrastructure within military barracks.

Many military personnel are compelled to live in substandard environments characterized by inadequate sanitation, limited access to basic facilities, and deteriorating building structures. These conditions not only affect the comfort of personnel but also have implications for discipline, morale, and overall operational effectiveness.

Despite consistent government funding and policy attention directed toward military housing, the problem persists. This raises concerns about the effectiveness of implementation strategies, accountability in resource utilization, and the sustainability of existing housing frameworks.

Therefore, this study seeks to critically evaluate the causes, extent, and implications of insufficient accommodation for military personnel in Nigeria, with a specific focus on the Nigerian Army.

1.3 Objectives of the Study

The main objective of this study is to evaluate the problem of insufficient accommodation for military personnel in Nigeria. The specific objectives are to:

  • Examine the extent of inadequate accommodation among Nigerian Army personnel.
  • Assess the level of government commitment to providing decent housing for military personnel.
  • Identify the key factors hindering the provision of adequate accommodation within the Nigerian Army.

1.4 Research Questions

This study is guided by the following research questions:

  • To what extent does insufficient accommodation affect military personnel in Nigeria?
  • How committed is the government to providing adequate housing for Nigerian Army personnel?
  • What factors are responsible for the inadequate provision of accommodation in the Nigerian Army?

1.5 Significance of the Study

This study is significant as it highlights the critical relationship between military welfare and operational efficiency. It provides insights for policymakers, military administrators, and government agencies on the importance of adequate housing for personnel effectiveness and national security.

The findings will also contribute to improving policy formulation and implementation strategies aimed at enhancing military housing infrastructure. Additionally, the study serves as a valuable academic resource for researchers interested in defense studies, public administration, housing policy, and welfare management within security institutions.

1.6 Scope of the Study

This study focuses on the evaluation of accommodation challenges faced by military personnel in Nigeria, with particular emphasis on the Nigerian Army. It examines the condition of barracks housing across selected military formations in the country, as well as government interventions aimed at addressing the issue.

1.7 Limitations of the Study

The study is limited by financial constraints, which may restrict access to comprehensive data and field investigations. Time constraints also pose a limitation due to the need to balance academic work with other responsibilities. Despite these challenges, the research maintains a structured and analytical approach to ensure credible findings.
