ABSTRACT
Housing provision remains a central component of socio-economic development and urban sustainability in developing countries. In Nigeria, despite numerous policy interventions and institutional frameworks, the effective execution of public sector housing projects continues to face significant challenges. This study critically examines the issues affecting the implementation of public housing initiatives in Nigeria, with a focus on institutional inefficiencies, financial constraints, governance challenges, and rapid urbanization pressures.
The research adopts a conceptual and analytical approach to evaluate the structural and operational limitations within public housing delivery systems. Findings indicate that weak institutional coordination, inadequate funding mechanisms, bureaucratic bottlenecks, poor project management practices, and inconsistent policy implementation are major impediments to successful housing project execution. Additionally, external factors such as population growth, rural-urban migration, and rising construction costs further exacerbate the housing deficit.
The study concludes that addressing these challenges requires a comprehensive reform of the public housing framework, including strengthening institutional capacity, improving transparency, fostering public-private partnerships, and adopting sustainable housing strategies. The study contributes to existing literature by providing a refined understanding of systemic inefficiencies in public housing delivery and offering practical recommendations for policy and implementation improvements in Nigeria.

Housing is universally recognized as a fundamental human necessity and a critical indicator of socio-economic well-being. Beyond serving as shelter, housing encompasses access to essential services, infrastructure, and a conducive living environment that supports human dignity and productivity. In Nigeria, the importance of housing is underscored by its inclusion in national development objectives, where the state is expected to facilitate access to adequate and affordable housing for its citizens.
Over the decades, successive Nigerian governments have introduced various housing policies, programs, and institutional frameworks aimed at addressing the housing deficit. These initiatives include mass housing schemes, mortgage financing systems, and urban development strategies designed to improve housing availability, particularly for low- and middle-income groups.
